PMO Manager (Programme Management Office Manager)

We currently have an exciting opportunity to successfully lead and manage the Programme Management Office for a local authority Council and manage within the Transformation Programme in a collaborative, consistent and professional manner.

The Programme Management Office is the information and learning hub for projects and programmes across the council, defining and maintaining project management processes, standards, and governance. The PMO assists project personnel and boards by providing advice and expertise, co-ordination of project activities and resources to ensure consistency of quality and reporting across the various workstreams. It is also responsible for tracking/reporting, assurance/quality control, information management, financial tracking, risk/issue tracking, and change control.

Key Information:

Contract Duration: 24 months

Hours Per Week: 37.5

Day Rate: £550 to £570 (inside IR35)

Days per week: 4 day working week

Working Structure: Hybrid (predominantly remote)

Location: Greater London

Roles & Responsibilities:

* Leads and is accountable for developing and delivering the project standards, toolkit, and reporting/assurance requirements.
* Defines the programme's governance arrangements to ensure the Programme Manager and Workstream boards can bring rigour, probity, and challenge to programme, project and workstream activity so that they deliver on the outcomes to be achieved.
* Oversees the collation and production of high-quality documentation throughout the programme lifecycle including, but not limited to business cases, project plans, project initiation document(s), highlight reports and other project documentation including updating and tracking project progress against time, cost and resource utilisation.
* Works with audit, finance and other support / assurance functions to ensure integration of information and processes, and production of accurate information for programme and workstream boards.
* Line manages the project support officer and business analyst teams, ensuring they are developed to be able to share and provided advice on PMO and business analyst best practice.
* Reviews programme resource demand, prioritising and allocating project support and business analyst to achieve the best outcome for the programme.
* Responsible for the systems set up and administration of the Our Transformation programme team, including on-boarding of team members.
* Supports the delivery of effective programme communications, working closely with the programme and change manager to ensure consistency of approach, whilst managing communications into the programme team.
* Monitors the programme's budget, monitoring expenditure and costs against delivered and realised benefits as the programme progresses. This includes the management of programme resources and budgets including third-party contractors or consultants to deliver the programme(s), and any projects.
* Co-ordinates and compiles reports for the Programme Manager and various workstream boards, including anticipated risks to delivery, deviations from the agreed plan, budget or benefits realisation.
* Advocates change and transformation across the council providing support and best practice, continuously seeking improvements and new ways of delivering better services.
* Uses evidence-based approaches, outcomes and seeks out best practice from across the sector to apply.
* Works collaboratively and closely with Members, colleagues and teams across the council, and partners in the delivery of projects and programmes, sharing best practice and working jointly to deliver shared outcomes.
* Provides innovative approaches to solve complex problems, actively seeking best practice from within, and outside, the organisation to help deliver programmes or initiate new change.
* Focussed as much on post implementation reviews and the insight required for the business and delivery functions that will enable them to apply learnings to future projects and programmes and deliver even greater benefits.
