Interim Head of Legal & Democratic Services – 6 months – ASAP start, Buckinghamshire

InterQuest Group’s Public Sector client is looking for a new interim to fulfil this recently merged Head of Legal and Democratic Services role, based in Aylesbury.

The legal team is in Harrow and comes under HB Law, this role will be responsible for the management of this contract and for providing internal corporate legal advice. It will also involve working closely with cabinet members and senior management team, and will require someone with a local authority background and with experience in a similar role.

You will:
• Contribute to the strategic development and delivery of the Resources Business Unit to meet the Council’s policy and planning requirements.
• Manage all employees, relevant budgets, and service performance in accordance with Council procedures and objectives.
• Contribute to and manage the development and implementation of Portfolio and Council wide initiatives to deliver improvements across the Council.
• Manage relationships with internal and external partners to support the delivery of efficient and effective services.

Role specifics:
• Lead the management and development of legal advice and services to the Council to ensure that the implications of local government law are fully complied with and understood, including adequately representing the Council in court.
• Responsible for managing the council’s contract with HB Law for legal services
• Lead the management and development of the administration of Council decision making arrangements to ensure that they are open and transparent
• Lead the democratic services function, including fulfilling the role of lead scrutiny officer.
• To act as the Council’s Deputy Monitoring Officer under the relevant legislation and for the purposes of advising Members in relation to the Code of Conduct.
• Lead the management and development of election process to ensure that local people are fully able to exercise their right to vote.
• Lead the management and development of services to ensure that Council Members are able to carry out their role efficiently and effectively.
• Lead the team responsible for stage 1 and stage 2 complaints.
