Manager HR & Operations - Risk / Compliance

Job Description

The Manager HR & Operations is responsible for oversight / coordination / management for the HR Compliance Risk Management Program, including conducting and coordinating the regulatory monitoring and change management process and the HR legislative/regulatory risk assessment process. The role also contributes to other areas of the HR Risk & Control function as appropriate, including Operational Risk, Third Party Risk Management, Information Security, and Business Continuity, particularly where a compliance-related view is needed.

Operational Risk: Identify and monitor key metrics in HR and across the organisation, particularly related to compliance-specific operational risk. Work in conjunction with the Head of Risk Oversight and Control Self-Assessments for HR. Liaise with Internal Audit and assist in resolving identified issues and monitoring their resolution. Closely aligned with Audit, Legal, Third Party Risk Management, Information Security, and Operational Risk Management for the topics listed above and/or other control/risk related activities.

Third Party Risk Management: Support management of HR-related third parties and interface with the organisations third party risk management program. As regulations change, and/or Policies and Procedures evolve, partner with and assist to ensure HR third parties come into conformity with the new standard on a timely basis. Make certain that the required reviews, due diligence, and other related processes are conducted on time. Establish and maintain a positive and productive working relationship with Third Party Risk Administration.

Information Security: Periodically assess the control environment and communicate conclusions to the HR management team. Provide training and communication to HR departments.

Business Continuity: Oversee Business Continuity efforts and manage updates to annual plans and testing for the HR organisations structure. Serve as a HR representative during disaster recovery situations. Monitor business continuity plans, including oversight of periodic exercises.

Compliance:
Review third-party produced documents for accuracy and completeness. Summarize the plan results for communication to the Recruiting team, the Inclusion and Diversity team and to HR and business management. Implement processes to monitor personnel practices and progress toward goals for females and minorities and the benchmarks established for veterans and individuals with disabilities. For our Affirmative Action obligations, work with other areas of HR to ensure compliance with our policies and with corresponding recordkeeping requirements. Serve as the subject matter expert in this area by remaining informed about all required regulation initiatives. Perform compliance risk assessments including identification of compliance-related laws and regulatory guidance and assessment of controls to ensure HR department are meeting regulatory obligations. Monitor a variety of sources to identify regulatory changes to new and existing laws and regulations which may impact Human Resources. Regularly communicate and share findings with the appropriate HR departments. Monitoring the activities of the HR teams to fulfil requirements. Monitor and track the completion of tasks needed to come into compliance. Provide reports of the status of implementation efforts to senior management.

Complete quarterly and ad hoc Risk / Compliance assessments.

Qualifications

Require 5 Years’ experience Risk / Operational / Compliance / demonstrate internal or external audit or other risk management functions within a financial organisation, and 5 years’ experience in Human Resources.
Must have a good understanding of Human Resources functions and possess strong knowledge of the compliance requirements and inherent risks in a variety of HR functions.
Demonstrated skills in risk and control assessment and analysis.
Strong analytical skills, excellent communication skills, and good judgment.
Excellent organisational skills.
